About this opportunity
The Hawaii Department of Land and Natural Resources, Division of Forestry and Wildlife, is requesting bids for VectoBac12AS or similar biological mosquito suppressant for aerial helicopter deployment across Kaua'i, Maui, and Hawaii Island, with bids due August 17, 2026. The product must be registered for use in Hawaii with a label permitting aerial applications on non-crop forest and bog sites.
This is an indefinite-quantity contract. The Division anticipates procuring a total of 40,000 gallons over the contract term, with quantities and delivery locations specified through individual state purchase orders. All line-item pricing must include shipping to Maui, Kaua'i, and Hawaii Island.
The scope centers on product supply meeting Hawaii registration and labeling requirements for aerial application in remote forest areas where endangered forest birds inhabit. The product specification — "VectoBac12AS or similar" — permits equivalent alternatives, though Hawaii registration and aerial-application label authorization are non-negotiable.
The procurement is governed by Hawaii Revised Statutes Chapter 103D, as detailed in the General Conditions document (AG-008, effective January 10, 2023). Standard state terms apply, including independent-contractor status, nondiscrimination and conflict-of-interest compliance, tax clearance certification prior to contract commencement and final payment, submission of cost or pricing data for contracts exceeding $100,000, state audit rights over all contractor books and records, three-year file retention post-completion, and full indemnification and defense obligations by the contractor. Work product and intellectual property become the exclusive property of the State. Payment requires original invoices within 10 days of work completion.
Opportunity text
The State of Hawaii Department of Land and Natural Resources, Division of Forestry and Wildlife, requests bids for VectoBac12AS or similar for aerial helicopter deployment in remote forest areas on Kaua'I, Maui, and Hawaii Island to suppress mosquito populations that transmit deadly diseases to endangered forest birds. The product, VectoBac 12AS or similar, must be registered for use in Hawaii, and the label must permit aerial applications on non-crop sites, such as forested and stream areas with forest and bog vegetation, such as found in the islands of Kauai, Maui, and Hawaii. All line item prices for the product provided by the vendor must include shipping to Maui, Kauai, and Hawaii Island. A total of 40,000 gallons will be needed over time. The Division will develop an indefinite quantity contract with the selected vendor, which will allow for custom orders over time using a State Purchase Order that will inform the quantity and location for the product to be delivered.
