About this opportunity
The Commonwealth of Virginia Department of General Services, Division of Purchases and Supply is requesting bids on a term contract for plastic, disposable utensils under IFB #194-126775 on a lot-bid, all-or-none basis, with bids due September 16, 2026 at 2:00 PM EDT and opening at 2:05 PM the same day. A prebid conference was held August 26, 2026. Addendum No. 2 extended the original September 8 deadline.
Bidders certified as DSBSD micro or small businesses (including women-owned, minority-owned, and service-disabled veteran-owned) receive set-aside award priority. All bidders must submit a completed small business subcontracting plan with their bid response; DSBSD-certified bidders need only provide their certification number and date, while non-certified bidders must identify DSBSD-certified subcontractors and dollar values or percentages for the initial contract period. The Commonwealth has established a goal that over 42% of its purchases be made from small businesses. Proposed small business participation becomes a contractual requirement, and failure to meet stated levels may result in breach of contract.
Delivery is to the Virginia Distribution Center at 2400 Riley Ridge Road, Sandston, Virginia 23150. Bidders must submit one case sample of each item, with a five-day compliance window for sample submission. Alternative product labels are permissible if all specified requirements are met. The Commonwealth will evaluate price against turnaround time and lead time considerations in award decisions. Bidders with fewer than four available references may submit what they can provide.
Contractors must maintain workers' compensation insurance, employer's liability of $100,000, and commercial general liability of $1,000,000 per occurrence and $2,000,000 in aggregate. Payment to prime contractors is due within 30 days of invoice or delivery, whichever occurs last; subcontractors are entitled to payment within seven days of the prime contractor's receipt of Commonwealth payment or notification of withholding with stated reasons. Questions due date was not specified in the available addenda. Kevin Davis, Procurement Manager, can be reached at 804-328-3228.
