About this opportunity
The Board of County Commissioners of Okaloosa County, Florida is seeking bids on FDOT-compliant rock materials including graded aggregate base, coarse aggregate, limerock, recycled concrete aggregate, and riprap for county road, drainage, stormwater, and erosion-control projects under ITB PW 71-26, with proposals due August 12, 2026 at 3:00 p.m.
All materials must meet current FDOT Standard Specifications per Sections 901, 911, and 530. The scope includes multiple coarse aggregate gradations (Size No. 1 through No. 10), riprap categories (shoring stone, bedding stone, and ditch lining stone), and base materials. Materials may be delivered to fixed County sites at 84 Ready Avenue in Fort Walton Beach or Keyser Mill Road in Baker, to active jobsites throughout Okaloosa County, or made available for pickup from vendor facilities. All deliveries must be accompanied by certified weight tickets documenting gross, tare, and net weights with date, time, material type, FDOT classification, and truck identification.
This is a three-year unit-price contract on an as-needed basis with options for two additional one-year renewals upon mutual agreement. Quantities are not guaranteed and will be ordered on an as-needed basis with no minimum or maximum purchase commitments. Bidders must submit unit prices on a per-ton basis for both delivery and pickup options across all material categories and gradations.
Vendors must provide current FDOT source approval documentation, proof of Florida business registration and state contractor licensing, and commercial general liability insurance of $1 million per occurrence with the County named as additional insured. Respondents must also submit business automobile liability coverage of $1 million, workers' compensation insurance at state statutory limits, references, public entity crime certifications, anti-human trafficking affidavits, and comply with federal compliance requirements including E-Verify employment verification and nondiscrimination certifications. Questions are due July 28, 2026 at 3:00 p.m. Responses must be submitted electronically through the OpenGov Procurement platform. The County reserves the right to award to multiple vendors and to reject any or all bids.
