About this opportunity
The Illinois Department of Transportation (IDOT) is soliciting electronic bids for partial-depth pavement patching at call-out locations throughout Madison, Bond, Jersey, Greene, and Calhoun counties in District 8, with bids due September 18, 2026 at 12:00 p.m. via the iCX-Integrated Contractors Exchange system.
The scope consists of partial-depth hot-mix asphalt patching on various routes across five counties. The contractor must respond within five working days of Engineer notification that patching is required at a specific location, weather permitting, and work continuously once started (excluding weekends and legal holidays). Peak hour restrictions apply to Interstate and Illinois highways, requiring two lanes open to traffic in the appropriate direction during defined peak hours; liquidated damages of $1,000 are assessed for every 15-minute interval or portion thereof that traffic flow is impeded during peak hours.
Pricing is structured around call-out mobilization, partial-depth removal (measured in square yards by type and thickness), partial-depth patching (measured in tons of hot-mix asphalt), and traffic control and protection services. Materials and construction procedures must comply with IDOT Standard Specifications for Road and Bridge Construction as adopted January 1, 2022, and revised January 1, 2026.
The contract runs from execution through June 30, 2029, with all work completed by that date. The contractor is guaranteed work for a minimum of 70 percent of the awarded contract cost. The contract includes EEO compliance and labor documentation requirements, including certified payroll forms, statements of compliance, weekly DBE trucking reports, and monthly labor summaries. The project is funded through District 8 Construction Funds and may include Federal-aid funding. Award will be made to the lowest responsive and responsible bidder. IDOT reserves the right to reject any or all proposals, readvertise the project, and waive technicalities.
