About this file
This is a Notice to Bidders and Specifications document issued by the Illinois Department of Transportation (IDOT) for Contract No. 76V44, a partial-depth pavement patching project located in Madison, Bond, Jersey, Greene, and Calhoun counties within District 8. The project consists of various partial-depth hot-mix asphalt patching call-out locations throughout these counties on various routes. Electronic bids were required to be submitted to the iCX-Integrated Contractors Exchange system prior to 12:00 p.m. on September 18, 2026, with bids publicly opened from the iCX SecureVault at that time. The contract runs from the date of execution through June 30, 2029, with all work to be completed by that date. The contractor will be guaranteed work for a minimum of 70 percent of the awarded contract cost. Work will be performed on a five working day response time from notification by the Engineer that patching is required at a specific location, provided weather conditions permit. The contractor is expected to work continuously once started but is not required to work weekends or legal holidays. Peak hour restrictions apply to various Interstate and Illinois highways within the project area, requiring two lanes open to traffic in the appropriate direction during defined peak hours, with liquidated damages of $1,000 assessed for every 15-minute interval or portion thereof that traffic flow is impeded during peak hours.
Pricing and payment terms are structured around specific work items including call-out mobilization, partial depth removal measured in square yards by type and thickness, partial depth patching measured in tons of hot-mix asphalt, and traffic control and protection services. The contract includes various special provisions addressing EEO compliance and labor documentation requirements, including submission of certified payroll forms, statements of compliance, weekly DBE trucking reports, and monthly labor summaries. Materials specifications comply with IDOT Standard Specifications for Road and Bridge Construction as adopted January 1, 2022, and revised January 1, 2026, with detailed requirements for hot-mix asphalt, equipment, and construction procedures. The project is funded through District 8 Construction Funds and may include Federal-aid funding, requiring contractors to make appropriate certifications. Award will be made to the lowest responsive and responsible bidder in compliance with contract terms and conditions, with IDOT reserving the right to reject any or all proposals, readvertise the project, and waive technicalities.

Basis of Payment. Partial depth removal of the pavement will be paid for at the contract unit price per SQUARE YARD for PARTIAL DEPTH REMOVAL, of the type and thickness specified.
HMA for partial depth patching and for backfilling areas unsuitable for a partial depth patch will be paid for at the contract unit price per TON for PARTIAL DEPTH PATCHING.
When the Engineer determines to convert any partial depth patch to a full depth patch after the partial depth removal of the pavement has begun, the partial depth removal will still be paid for as Partial Depth Removal.
