About this opportunity
The City of Phoenix Finance Department's Central Procurement Division is seeking qualified suppliers for a citywide contract to provide various metals on an as-needed basis through Invitation for Bid (IFB-26-0075). The procurement covers 129 line items of metal products including aluminum sheets and tubing, angle iron, steel bars and plates, rebar, expanded metal, square tubing, stainless steel plates, and miscellaneous metal products for multiple city departments' fabrication, maintenance, and repair needs. Contractors must meet pre-award qualification requirements, including a minimum of three years in business, maintaining local inventory for over-the-counter purchases, providing 24-hour emergency service contact, and furnishing technical references. A non-mandatory pre-offer conference is scheduled for December 8, 2025, at 2:00 p.m. via Webex, with written inquiries due by December 22, 2025, at 2:00 p.m. Sealed offers are due January 5, 2026, at 2:00 p.m., with the contract commencing on or about July 1, 2026, and continuing for five years. Award will be made to the lowest responsive and responsible offeror, with the City reserving the right to award by individual line item, by group, or to multiple contractors.
The contract includes significant Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan requirements, mandating contractors track and report all DBE and small business participation through various arrangements. Contractors must demonstrate good faith efforts in soliciting DBE firms, including contacting suppliers, identifying certified firms through the Arizona UTRACS database, and documenting outreach activities. Insurance requirements include $2,000,000 Commercial General Liability aggregate, $1,000,000 per occurrence, $1,000,000 Automobile Liability, and statutory Workers' Compensation coverage. Pricing will be firm and fixed for the initial one-year period, with annual price increase requests permitted with 60 days' notice and City approval. Contractors must maintain detailed documentation of DBE and small business expenditures, reporting monthly to the City's Certification and Compliance System, and designate a contract liaison responsible for annual Small Business Participation Plan submissions. While no specific budget range is explicitly stated, the comprehensive nature of the metals supply contract suggests a substantial multi-year procurement supporting various City of Phoenix infrastructure and maintenance needs.
