About this opportunity
The Connecticut Department of Transportation, through the Connecticut Department of Administrative Services, is requesting bids for electrical service and sign installation units under ITB 26PSX0014, with proposals due August 11, 2026 at 2:00 p.m. EDT. A price preference of up to 10% applies to micro businesses with gross revenues not exceeding three million dollars, or up to 15% for veteran-owned micro businesses, contingent upon submission of supporting documentation by the due date.
The scope covers installation and maintenance of inductive loop vehicle detectors, piezo cable sensors, traffic signals with LED optical units, pedestrian signals with countdown timers, accessible pedestrian signal and detector systems, traffic control foundations, and interconnect cable relocation and repair throughout Connecticut. Work must comply with NEMA standards, IMSA specifications, ITE performance specifications, National Electrical Code, and National Electrical Safety Code. LED optical units must be sourced from approved manufacturers including Duralight, GE Lighting Solutions, Trastar, Dialight, and Leotek. Housing and bracket colors are specified as black (Federal Standard No. 17038) or dark green at Merritt Parkway interchanges (Federal Standard No. 14056). The contractor must submit comprehensive equipment documentation for 30 distinct equipment categories, provide three references from non-state organizations, demonstrate minimum three years of experience performing similar work, and comply with OSHA certification requirements.
The contract carries an initial three-year term with DAS discretion to extend for additional terms not to exceed three years combined. Payment is rendered on a unit-price basis by work category and district (Districts 1–4), with hourly rates capped at $125 for traffic signal technicians and journeyperson electricians, $90 for apprentices, and $85 for laborers. Price schedules are subject to annual adjustment after the first twelve months based on the U.S. Producer Price Index for Electrical Contractors, subject to DAS approval. Connecticut prevailing wage rates apply; electricians earn a base rate of $50.25 per hour plus $37.47 plus 3% of gross wage in benefits. The contractor must maintain commercial general liability insurance of at least one million dollars and provide services 24 hours per day, seven days per week, on an on-call basis. The vendor question deadline is July 13, 2026 at 2:00 p.m. EDT. This solicitation replaces contract 20PSX0026 in part or in total.
