About this opportunity

Galveston County Purchasing Department issued Invitation to Bid (ITB) 25-061 for vacuum services for the Road & Bridge Department to remove oily waste, water, grit, and debris from the county's wash racks, oil/water separators, and secondary fuel containment areas across multiple locations including Dickinson, Crystal Beach, Santa Fe, La Marque, and Texas City. The solicitation requires vendors to provide pricing for bulk used oil removal, used oil filter disposal, oily debris removal, and vacuum removal of oily wastewater from oil/water separators at each specified site. Sealed bids are due by September 26, 2025, at 2:00 PM CST, with the virtual bid opening occurring at that same date and time; the deadline for submitting questions is September 16, 2025. The contract term is one year with options for two additional one-year extensions. Galveston County will award the contract based on "Lowest and Best" bid criteria as defined in Texas Local Government Code 262.022(5-a), which evaluates bids considering direct and indirect costs, transport, maintenance, life cycle, warranties, and customer service after sale. Bidders must submit three sets of bids (one original and two copies) either electronically through Bonfire Interactive's e-Procurement Portal or physically at the Galveston County Courthouse; no bid surety, performance bond, or payment bond is required. Required qualifications include commercial general liability insurance and workers' compensation coverage as specified in the solicitation documents.

The solicitation contains no specific set-aside designations for disadvantaged enterprises or restrictions on organizational types, meaning all qualified vendors are eligible to respond. No incumbent vendor or current contractor information is provided in the available documentation. Bidders must comply with federal and state regulations including non-discrimination provisions, conflict of interest disclosure requirements, debarment and suspension regulations, and procurement ethics standards. The solicitation documents do not specify a budget range or estimated award value; the contract will be awarded to the lowest and best qualified bidder meeting all specifications. Galveston County reserves the right to reject any or all bids and waive any informalities in the bidding process. The county, as a tax-exempt entity, requires vendors to acknowledge this status in their submissions.
