About this opportunity

The University of Utah's Purchasing Department is issuing an Invitation for Bids (IFB) #UU197165621 for an Unmanned Aerial Vehicle (UAV) with LiDAR capabilities, specifically for the Civil and Environmental Engineering department. The procurement is aimed at acquiring a drone system to perform spatial snow surveys in high-elevation mountainous environments for USGS water prediction and forecasting. The university requires a copter-style UAV that is Blue approved and NDAA compliant, capable of carrying a LiDAR sensor and operating across 3-10 field locations. Key deliverables include the drone system, accessories, LiDAR sensor, software, training, and a minimum one-year warranty. Mandatory specifications include three battery sets, ground survey accessories, non-encrypted sensor data capabilities, and vendor support for a minimum of five years. Electronic bid submissions are due by Friday, May 2nd, 2025, at 12:00 PM Mountain Time through BidNet Direct, with required delivery of the UAV system by August 1st, 2025. The university will evaluate bids based on responsiveness, compliance with specifications, and overall value, with the intent to award to the lowest responsive and responsible vendor.

While the solicitation does not explicitly mention set-aside designations or restrictions on vendor types, it does emphasize comprehensive requirements for potential bidders. The university welcomes alternative proposals but requires detailed justification for any proposed substitutions. Contractors must comply with additional terms, including operating as a drug-free, alcohol-free, and tobacco-free campus vendor. Payment terms are structured as net 30 days after receipt, with F.O.B. destination prepaid shipping. Although a specific budget range is not disclosed, the procurement appears to be a comprehensive system procurement that includes hardware, software, accessories, and support services. The total value will encompass all associated costs including installation, setup, training, warranties, and shipping. Vendors should be prepared to provide a complete UAV system with LiDAR capabilities that meets the university's specific technical and operational requirements for snow survey research.

Opportunity text

We need an Unmanned Aerial Vehicle to perform spatial snow surveys in high-elevation mountainous environments for USGS water prediction and forecasting. We will have 3-10 field locations, and each site will be flown late season when there is no snow on the ground, and then multiple times per season when there is snow. We will be using the differences in surface elevations to determine the snow depth at approximately 1-5 m spatial resolution. Sub-meter spatial resolution is not necessary.
