About this opportunity

The City of Austin is requesting proposals for utility pump maintenance and replacement services at Sand Hill Energy Center, Decker Creek Power Station, and on-site energy resources under RFP 1100 MMH3041, with proposals due July 23, 2026. Local Business and Small Business preferences of up to ten points each are available depending on aggregate proposal value; all offerors must comply with the City's MBE/WBE procurement program requirements.

The scope encompasses maintenance, overhaul, repair, modification, testing, inspection, and field service for large industrial rotating equipment across seven primary facilities operated by Austin Energy in the Austin area. The contract term is 12 months initial with potential extension for up to four additional 12-month periods at the City's sole discretion. The City reserves the right to make multiple contract awards to ensure contractor availability for both scheduled and emergency services. Work assignments will be issued individually as scopes of work and schedules are identified by Austin Energy.

Staffing requirements include a Project Manager with minimum five years' experience managing large industrial pump projects, a Field Technical Advisor with five years' pump inspection and overhaul experience, a Field Supervisor with five years' supervisory experience in large pump maintenance, experienced Millwrights/Mechanics with four years' industrial pump experience, an Alignment Specialist with ten years' precision alignment experience, and qualified Rigging Foremen and Crane Operators. Contractors must provide OEM or Austin Energy–approved equivalent parts, all labor, materials, equipment, tooling, and support services, with capability for 24/7 work schedules and a one-year warranty on parts and workmanship from Austin Energy acceptance or 18 months after delivery, whichever comes first.

All employees are subject to living wage requirements of $22.05 per hour minimum. Pricing will be evaluated on competitive total cost for three sample projects, with the lowest combined cost receiving maximum points. Proposals are valid for 180 calendar days following the RFP closing date unless extended by the offeror. Questions are due June 26, 2026 at 5:00 PM Central Time.
