About this opportunity
The Texas Department of Transportation (TxDOT) is requesting offers for a Utility Mapping Services Subscription with responses due October 27, 2026 at 3:00 p.m. Central Time under RFO 601440000054469. The solicitation is advertised as a proprietary purchase under Texas Government Code 2155.067, requiring responses that conform exactly to specified requirements and brand names.
The scope is an online subsurface utility mapping platform with unlimited-use licensing enabling TxDOT and authorized third parties to access accurate utility data, view above and below ground utilities by project area, export data in PDF or shapefile format, and receive comprehensive technical support and end-user training. The bid table specifies one user access fee (Item #0-1) including access to 25,000 miles of real-time data, 500 miles of standard data, and 100 miles of advanced data.
Qualified vendors must demonstrate a minimum of two years of experience in utility mapping services within the past five years and assign a dedicated project manager with at least two years' relevant experience for the duration of the contract. Vendors must comply with TxDOT's Low security baseline with Sensitive Overlay, complete cybersecurity training, provide a completed TxDOT Security Questionnaire, and maintain disaster recovery and business continuity plans. Voluntary Product Accessibility Templates (VPAT) must be submitted upon request.
The initial contract term is one year from execution, with TxDOT retaining the unilateral right to extend for an additional one-year period. Pricing must be firm, all-inclusive fixed per unit on an FOB Destination basis with all freight charges prepaid. The contract is subject to termination without penalty based on state fund availability. Evaluation uses a weighted scoring system: 15 points for past performance and qualifications, 65 points for proposed approach to work, and 20 points for price. Award will be based on best value rather than lowest cost. Multiple awards may be issued. Liquidated damages of $1,000 per working day apply for failure to comply with vendor obligations. The tentative award date is November 29, 2026. Vanessa Spurlock, CTCD, at vanessa.spurlock1@txdot.gov is the primary contact. Responses must be submitted through the Euna Procurement platform at https://txdot.bonfirehub.com/.
