About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for Utility Hydrogeologic Continuing Engineering Services under Project No. PBCWUD 26-027, with proposals due July 9, 2026 at 3:30 p.m. A mandatory 20% Small Business Enterprise (SBE) participation goal applies, with up to 15 evaluation preference points awarded based on certified SBE firm participation levels.
The Department will select up to two firms to provide hydrogeologic consulting and engineering support services including site assessments, hydrogeologic evaluations, groundwater studies, and technical engineering support related to utility operations and infrastructure planning. Prime consultants and all sub-consultants must maintain prior certification in Palm Beach County CCNA Category 12.06 before the proposal due date; firms without certification by the deadline may still submit provided they obtain certification before the Final Selection Committee meeting. Category 12.06 requires demonstrated experience performing studies, design, and modeling of new wellfields for potable water development, including groundwater modeling and mapping, aquifer pump test design and analysis, water use permitting, and groundwater and surface water monitoring plan preparation.
The contract carries a four-year term with a $7.75 million estimated construction cost limitation per project and a $500,000 fee limitation for professional services per individual study. Services are structured as a continuing services agreement issued through individual Consultant Services Authorizations on demand. Compensation is structured as hourly not-to-exceed fees and/or lump sum fees. Professional liability insurance of at least $3 million per claim is required. Contract award is projected for December 2026.
A pre-proposal meeting was held June 8, 2026 at the Central Region Operations Center in West Palm Beach. Questions are addressed through the Palm Beach County Vendor Self Service portal at pbcvssp.pbc.gov/vssprd/Advantage4. Proposals must include a ten-page maximum Letter of Interest, GSA Form SF 330 (Parts I and II with 11-point minimum font), Prime Consultant Questionnaire, Sub-consultant Letters of Intent, OSBD Schedules 1 and 2, Commercial Non-Discrimination Certification, and Conflict of Interest Disclosure Form, submitted as nine originals (eight bound, one unbound) plus digital submission on CD or USB drive.
