About this file
This is an Addendum No. 5 to a request for proposals issued by the Palm Beach County Water Utilities Department for Utility Hydrogeologic Continuing Engineering Services under Project No. PBCWUD 26-027. The addendum addresses a question regarding font size requirements for proposal submissions, specifically clarifying the application of formatting standards to standardized GSA forms versus other proposal documents. No information regarding project scope, quantities, response dates, due dates, site visits, bidders' meetings, award dates, or contract terms is provided in this addendum.
The addendum clarifies that the standard font size provided in the GSA SF330 forms (Parts I and II) should be used as originally formatted by the General Services Administration, while an 11-point minimum font requirement applies to all other proposal documents that are not part of a template. This guidance was issued by the Palm Beach County Water Utilities Department on July 2, 2026, and signed by Krystin Berntsen, P.E., PMP, Deputy Director. No pricing information, set-asides, incumbent data, or funding details are included in this addendum.

ADDENDUM NO. 5
PALM BEACH COUNTY WATER UTILITIES DEPARTMENT
UTILITY HYDROGEOLOGIC CONTINUING ENGINEERING SERVICES
Project No. PBCWUD 26-027
QUESTIONS AND ANSWERS:
Q1 – Addendum No. 4 states that "the minimum font size of 11 point should be used throughout the documents" in response to a question regarding the SF330 forms.
The SF330 is a standardized GSA form with prescribed formatting, including preformatted sections and font sizes that are part of the standard form. Many of the form fields and formatting elements are fixed and cannot be modified by the user. As a result, the standard SF330 form does not uniformly meet an 11-point font size requirement.
Could you please clarify whether the 11-point minimum font requirement is intended to apply to the standardized SF330 forms (Parts I and II), or whether the County will permit the SF330 to be submitted using the standard GSA formatting, with the 11-point minimum applying to all other proposal documents?
A1 – Use the standard font size provided in the formatting of the GSA SF330 forms. For all other proposal documents that are not part of a template, use an 11-point font.
