About this opportunity
The City of Palm Coast is soliciting bids through Invitation to Bid ITB-UT-26-52 for a Master Pricing Agreement Contract to supply utility chemicals for its water treatment plants in Flagler County, Florida. The procurement seeks two primary chemical products: Aluminum Chlorhydrate (approximately 64,800 pounds or 6,000 gallons) for WTP 1 and 90% available Calcium Oxide (approximately 2,600 tons) for the Lime Softening Water Treatment Plant, both delivered to 4 Corporate Drive North in Palm Coast. Bidders must ensure Aluminum Chlorhydrate meets NSF/ANSI Standard No. 60 certification from an ANSI accredited certifier, with bulk shipments not exceeding 2,000 gallons or 22,000 pounds per delivery. Required qualifications include submission of three industry references from the water/wastewater sector, a certificate of compliance, and certified product analysis. The successful vendor must assign a representative for annual plant visits, provide Safety Data Sheets, and conduct an annual one-hour safety seminar for staff. All deliveries must occur during business hours (7 a.m. to 3 p.m.) Monday through Friday on an FOB basis. The contract will have an initial one-year term with two optional annual renewals. The question submission deadline is May 14, 2026 at 2:00 PM EDT, with an Intent to Bid due by May 20, 2026 at 2:00 PM EDT, and final bid submissions due May 21, 2026 at 2:00 PM EDT. All submittals must be made electronically through the City's Bonfire Hub Procurement Portal at https://palmcoastgov.bonfirehub.com/portal, with public opening occurring May 21, 2026 at 2:00 PM at City Hall, 160 Lake Avenue. Bidders are prohibited from contacting Palm Coast staff, Council members, or the City Manager regarding the solicitation prior to formal City Council presentation and voting.
The City considers requests to divide requirements into smaller quantities to encourage participation by minority-owned businesses, women-owned businesses, and labor surplus area firms in compliance with CFR 200.321. No incumbent vendors or current contractors are identified in the solicitation documents. The City reserves the right to reject all submittals, waive formalities, re-advertise for new bids, abandon the project, or purchase from alternative sources if the selected supplier cannot provide materials. No specific budget range or award value is listed in the available documents; pricing will be submitted by bidders and evaluated according to criteria established in the solicitation. Procurement inquiries should be directed to the City's Budget and Procurement Office at 386-986-3730, and technical support for portal submission questions is available through Bonfire at support.bonfire@eunasolutions.com.
