About this opportunity
Utah Tech University is soliciting proposals for a secure, cloud-based Integration Platform as a Service (iPaaS) solution to support cloud, on-premises, and hybrid systems integration with a proposal due date of September 28, 2026 at 2:00 PM MDT. The maximum annual budget is $50,000, a hard ceiling that filters vendor pricing models and must be disclosed in cost narratives.
The scope requires low-code development capabilities, API and database integration, file transfer, monitoring and governance tools, and comprehensive implementation and training support. Critical qualifications include SaaS delivery with high availability and disaster recovery, support for Ellucian Banner and Ethos APIs, Oracle database connectivity with on-premises access, role-based access controls, comprehensive monitoring and audit logging, encryption standards, multifactor authentication, and FERPA compliance. Vendors must hold SOC 2 Type II certification and complete HECVAT and VPAT assessments. The University emphasizes vendors must clearly separate implementation costs from annual recurring costs and disclose all usage-based, consumption-based, or additional charges related to connections, integrations, flows, API calls, transactions, data volume, compute usage, storage, or log retention.
The contract term is one year with annual renewal options for an additional four years, subject to satisfactory performance and available funding. Implementation is anticipated to begin in January 2027 following vendor selection by December 31, 2026. Quotations must remain valid for 90 days. Payment terms are Net 30 on a fiscal-year purchase-order basis; no work may commence without an official Purchase Order.
Evaluation criteria weight integration functionality and technical fit (30 points), architecture/security/privacy/accessibility (15 points), development experience and maintainability (15 points), monitoring and governance (10 points), higher education and Ellucian/Oracle experience (10 points), implementation and knowledge transfer (5 points), support and product roadmap (5 points), and cost and five-year value (10 points), with additional points available for demonstrations and references.
Intent to Bid is due September 11, 2026 at 2:00 PM MDT. Questions are due September 21, 2026 at 5:00 PM MDT. Proposals must be submitted electronically through the Utah Public Procurement Place (U3P) Bonfire Portal.
