The University seeks to reduce reliance on custom point-to-point integrations and improve integration development, monitoring, governance, security, and operational support. The solution must include low-code development capabilities, API and database integration, file transfer capabilities, monitoring and governance tools, and comprehensive implementation and training support. The Intent to Bid deadline is Friday, September 11, 2026 at 2:00 PM MDT, with questions due by Monday, September 21, 2026 at 5:00 PM MDT. Proposals must be submitted electronically through the Utah Public Procurement Place (U3P) Bonfire Portal by Monday, September 28, 2026 at 2:00 PM MDT. The University anticipates vendor selection by December 31, 2026 with implementation start in January 2027. The contract will be for one year with annual renewal options for an additional four years, subject to satisfactory performance and available funding.

The established maximum annual budget is $50,000, and all proposals must comply with this funding limitation. Implementation costs must be clearly separated from annual recurring costs, and vendors must disclose any usage-based, consumption-based, or additional charges related to connections, integrations, flows, API calls, transactions, data volume, compute usage, storage, or log retention. Quotations must remain valid for at least 90 days. Standard payment terms are Net 30, with the University discouraging prepayments or deposits unless explicitly approved in writing. No work may begin without an official Purchase Order issued by the Purchasing Department on a fiscal-year basis. Evaluation criteria include integration functionality and technical fit (30 points), architecture/security/privacy/accessibility (15 points), development experience and maintainability (15 points), monitoring and governance (10 points), higher education and Ellucian/Oracle experience (10 points), implementation and knowledge transfer (5 points), support and product roadmap (5 points), and cost and five-year value (10 points), with additional points possible for demonstrations and references.
