The District will award the contract to the lowest responsive bidder meeting all ITB requirements, with bid submissions required electronically through the Bonfire portal at westada.bonfirehub.com by May 5, 2026 at 9:00 AM MST; the deadline for submitting questions is April 29, 2026 at 10:00 AM MST, with Board recommendation for contract award scheduled for June 8, 2026. Contractors must maintain all required federal, state, and local licenses and certifications, comply with anti-discrimination and equal employment opportunity requirements, adhere to Fair Labor Standards Act requirements, and provide appropriate documentation acknowledging federal and Idaho law compliance obligations including prevailing wage and debarment certifications.

Vendors must acknowledge receipt of all issued addenda and comply with comprehensive insurance requirements including workers' compensation ($1,000,000 each occurrence/$1,000,000 aggregate), general liability ($1,000,000 each occurrence/$2,000,000 aggregate), and commercial automobile liability ($1,000,000 each accident), with certificates of insurance due within five business days of award notification. The solicitation does not identify specific set-aside designations for disadvantaged enterprises, though contractors must certify they are not owned or operated by the Chinese government and comply with boycott prohibitions related to Israel and fossil fuel industries. No incumbent vendors or current contractors are identified in the solicitation documents. Pricing shall remain firm for the contract duration, with contractors permitted to request a price adjustment once during the initial contract term (beginning no sooner than six months after July 1st) and once during each twelve-month extension period, tied to the Consumer Price Index and supported by documentation. The District reserves the right to purchase additional quantities beyond estimates or obtain items from alternative sources as needed, and may accept USDA Donated Commodities during the contract term. No specific award value or budget range is disclosed in the solicitation materials, with final award determination based on the lowest responsive bid meeting all technical and compliance requirements.
