About this opportunity

The Oregon Department of Transportation (ODOT) is soliciting bids for a highway infrastructure improvement project located on US 97 between Mile Post 22 and Mile Post 25.5, situated in Multnomah County. The procurement is an Invitation to Bid (ITB) for a public works contract involving cold plane pavement removal, asphalt concrete pavement repair, Hot Mix Asphalt Concrete (HMAC) inlay, and installation of temporary pavement markings. Key deliverables include grinding pavement depths between 2.5 to 3.0 inches across southbound and northbound lanes with widths ranging from 33 to 45 feet. The project requires compliance with 2024 Oregon Standard Specifications for Construction, and contractors must meet specific technical requirements including pavement smoothness testing and use of anti-stripping additives. Bid submissions are due by May 5, 2025, with a substantial completion date of June 27, 2025, and a final completion date of June 30, 2025. The project will be evaluated based on lowest responsible and responsive bidder criteria, with a smoothness price adjustment mechanism that includes potential financial incentives or penalties determined by the International Roughness Index (IRI) of the completed pavement.

The contract requires bidders to provide a 10% bid security and possess a valid Construction Contractors Board license. Contractors must submit first-tier subcontractor disclosures, licensing information, and certifications of compliance with tax laws and drug-testing requirements. Performance and payment bonds must be provided at 100% of the contract price. While no specific set-aside designations are explicitly mentioned, the procurement suggests potential preference for resident bidders and businesses meeting diversity, equity, and inclusion criteria. The project is state-funded and requires compliance with prevailing wage rates, non-discrimination laws, and Buy America requirements. Liquidated damages are established at $800 per calendar day for delays beyond the final completion date. Although a specific budget range is not detailed, the comprehensive technical specifications and contractual requirements suggest this is a substantial infrastructure investment aimed at improving highway conditions in the region.
