About this opportunity

The Oregon Department of Transportation is soliciting bids for inlay paving on US 97 in Deschutes County (MP 113.6 to MP 114.7) under ITB S-73000-00017062, with bids due June 16, 2026. This is a state-funded public improvement project with no pre-bid conference scheduled.

The scope encompasses cold plane removal of existing asphalt to 2 inches depth across approximately 5,500 linear feet (17,500 square yards) and inlay of 2-inch hot mix asphalt concrete within fog lines. Work includes temporary traffic control, temporary and permanent pavement markers (Type-1AR recessed bi-directional), centerline rumble strips (12-inch width, 2.5–8.5 inch depth), and continuous centerline striping. Existing shoulder rumble strips and fog lines remain in place. Traffic lane closures are restricted to nightly hours between 8:00 p.m. and 6:00 a.m., with portable changeable message signs required at least seven calendar days before single-lane closures. The contractor must coordinate with the Oregon Utility Notification Center and accommodate over-dimensional loads through the work zone without delaying them more than 20 minutes.

Bidders must be licensed with the Oregon State Construction Contractors Board and carry a Public Works bond prior to starting work. Oregon prevailing wage rates (BOLI Region 9, effective April 5, 2026) apply. The estimated project cost for bonding purposes is between $250,000 and $500,000. Bid security of 10% of total bid is required. Award will be made to the lowest responsive, responsible bidder.

Substantial completion is required by September 1, 2026, and final completion by September 16, 2026. Liquidated damages are $600 per calendar day for delays beyond substantial completion. A preconstruction conference with ODOT's Project Manager Ramon Alonso (ramon.alonso@odot.oregon.gov, 541-419-9481) must occur within 30 calendar days of Notice to Proceed. Performance and payment bonds equal to contract price, commercial general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), and commercial automobile liability insurance ($1,000,000 per occurrence) are required within 7 days of notification. No retainage is withheld except 25% of amounts earned if the contractor fails to file required certified statements with BOLI. Bids are submitted through OregonBuys with electronic public opening immediately after the due date.
