About this file

This is a Special Provisions document for the State of Oregon Department of Transportation (ODOT) detailing specifications for the US 97 Inlay Paving project located between milepost 113.6 and 114.7 north of Terrebonne, Oregon. The project involves cold plane pavement removal and placement of 2 inches of hot mix asphalt concrete pavement (HMAC) within fog lines, along with installation of temporary traffic control, temporary pavement markers, Type-1AR recessed pavement markers, centerline rumble strips, and permanent centerline striping. The work encompasses approximately 5,500 linear feet across northbound and southbound lanes with an average width of 28 feet. A preconstruction conference must be held between the contractor and Project Manager Ramon Alonso at a mutually agreed time, with work commencing within 10 working days of receiving the Notice to Proceed. The contractor must submit a detailed project schedule at the preconstruction conference that accounts for orderly and timely prosecution of work while coordinating traffic control operations.

Payment for all work is based on bid items contained in the Bid Schedule and constitutes full compensation for materials, equipment, labor, and incidentals necessary to complete the project. No retainage is withheld from contract payments, and payment is issued upon completion of work following submission of a bill to the Project Manager. The project is subject to Oregon Standard Specifications for Construction (2024 edition) with specified modifications detailed throughout the Special Provisions. Traffic lane closures are restricted to nightly hours between 8:00 p.m. and 6:00 a.m. on US 97, with portable changeable message signs required at least seven calendar days before single lane closures begin. The contractor must notify the Oregon Utility Notification Center at 811 prior to performing work in the vicinity of utility facilities and must accommodate over-dimensional loads through the work zone without delaying them more than 20 minutes.
