About this opportunity
The State of California's Department of Developmental Services, through Porterville Developmental Center (PDC), is issuing an Invitation for Bid (IFB) for on-site Urology Services (PR269004) to serve individuals with developmental disabilities from July 1, 2026, through June 30, 2029. The contractor must be duly licensed in urology with demonstrated expertise in serving developmentally disabled populations and must provide comprehensive clinical services including examinations, diagnoses, treatment recommendations, and surgical reports when applicable. The scope of work encompasses up to 72 full clinics over the three-year contract period, with each clinic consisting of 1-4 hours of hands-on patient care scheduled at mutually agreed times between the contractor and PDC's Project Representative, with a maximum of one clinic chargeable per calendar day. Key qualifications include active California medical licensure, proof of malpractice insurance, maintenance of an approved accounting system using generally accepted accounting principles, completion of pre-employment and annual health examinations including tuberculosis testing within 90 days of service commencement, and background clearance in accordance with Department Policy Memorandum #423. The contractor must also comply with comprehensive HIPAA Business Associate requirements, establish both Privacy and Security Officers, implement administrative, physical, and technical safeguards for protected health information, and maintain insurance coverage of at least $1,000,000 per occurrence and $3,000,000 in aggregate. The bid submission deadline is May 5, 2026 at 11:00 AM Pacific Daylight Time to Brandi McElhaney, Contract Analyst at 26501 Avenue 140, Porterville, CA 93257, with bid opening at 11:30 AM the same day. Questions must be submitted by April 24, 2026 at 3:30 PM, with answers posted by April 27, 2026, and the Notice of Intent to Award is scheduled for May 6, 2026, with the proposed award date of May 13, 2026. Awards will be made to the lowest responsive responsible bidder based on monthly, quarterly, semi-annual, or annual billing cycles as proposed by the bidder.
The State has waived the mandatory Disabled Veteran Business Enterprise (DVBE) Participation Program requirement but offers incentive adjustments for qualifying DVBE participation calculated after Small Business preference adjustments. A five percent preference is available for bidders certified as California Small Businesses, Microbusinesses, or Non-Small Businesses with Small Business subcontracting of at least 25 percent of the bid amount, with cumulative preference and incentive adjustments capped at $100,000. Staffing agencies must have qualified, licensed personnel available at the time of bid submission and must provide all personnel licenses as part of their bid documentation. All bidders are required to submit sealed bids including a Bid/Bidder Certification Sheet, Cost Sheet, Bidder References, copies of current medical board licenses, and certificates of insurance. The State reserves the right to terminate the agreement for convenience with 30 days' notice and may withhold payments if services are not provided satisfactorily as determined by the Project Representative. Specific budget information is referenced in Exhibit B (Budget Detail and Payment Provisions), indicating that payment shall be made in arrears at a rate per full clinic with a total budget not to exceed a specified amount for the contract duration, though the exact amount is not disclosed in the available documentation. The contractor understands that payment under this contract constitutes full compensation and cannot bill any third-party payers for additional payment.
