About this opportunity
Benton County, Oregon is requesting proposals for urinalysis testing services to support the Benton County Family Treatment Court Program, with proposals due July 7, 2026 at 4:00 p.m. The awardee must be a qualified, licensed clinical laboratory certified by CLIA.
Testing services shall be administered at minimum twice weekly, seven days per week including holidays, with results reported through a secure web-based portal within 48 to 72 hours of specimen receipt. The contractor must provide all collection supplies, forms, equipment, and pre-paid shipping materials at no cost to the County. Testing shall include standard drug panels covering amphetamines, barbiturates, benzodiazepines, opiates, cocaine, fentanyl, synthetic cannabinoids, cannabinoids, and alcohol, with confirmatory testing required for all positive results. The contractor proposes one or more testing site locations for program participants.
The initial contract term is one year with optional annual renewals for a maximum total term of five years. Work shall begin by end of July 2026. The County will pay all service costs directly to the laboratory, with no fees charged to FTC participants. Invoices shall be submitted monthly with detailed line-item specificity by test date, client name, site location, and test type; the County remits payment within 30 days of invoice receipt.
Evaluation is weighted as follows: Company Information (20 points), Qualifications to Meet Scope of Work (25 points), Fee Schedule/Rates (25 points), Schedule/Timeline to Begin Services (25 points), and References (5 points), totaling 100 points. The County selects the proposal representing best value and reserves the right to negotiate contract terms, adjust scope based on budget constraints, or reject all proposals. A Notice of Intent to Award will be posted by July 10, 2026, with a protest period ending July 24, 2026. Prospective bidders should monitor the Benton County DemandStar website at https://finance.bentoncountyor.gov/requests-for-proposals/ for addenda and clarifications.
