About this opportunity
The Florida Department of Financial Services, Division of Risk Management, is seeking a single-source procurement for an UpToDate Pricing Rx Software online database subscription from Wolters Kluwers d/b/a UpToDate, Inc. The procurement is specifically for Leon County and will cover a three-year term from 7/15/2025 to 7/14/2028. The primary objective is to fulfill statutory requirements under section 440.12(12)(h) of Florida Statutes by verifying market pricing for pharmacy benefit management (PBM) contractor invoice reimbursements. The procurement will utilize the Medi-Span Master Drug Database, which is a proprietary product exclusively available through UpToDate's PriceRx website. Key deliverables include online database access for rate transparency and cost verification. The solicitation was posted on 05/27/2025, with the final date to receive information set for 06/17/2025 at 10:00 AM Eastern Time. Prospective vendors are required to provide relevant information demonstrating their capability to meet the specified requirements.
The procurement appears to be a non-competitive, single-source acquisition with no specific set-aside designations or restrictions on responding organizations. The total estimated contract value is $125,805.00, comprised of an annual license fee of $41,935.00 for three years. The UNSPSC code for this procurement is 81111902, categorizing it under online database services. No incumbent vendors other than UpToDate, Inc. are mentioned, and the procurement seems to be focused on a specific, proprietary software solution that cannot be obtained from alternative vendors. The Department of Financial Services will review any submitted information and, if they determine the services are available from only a single source, will post a notice of intended agreement on the Vendor Information Portal pursuant to Section 120.57(3) of Florida Statutes. Integration requirements appear minimal, as the procurement is for a specific online database subscription service.
