About this opportunity

The Upper Pine River Fire Protection District (UPRFPD), a quasi-municipal corporation in La Plata County, Colorado, is seeking proposals from qualified general contractor firms for a comprehensive construction project involving a new fire station and health clinic. The project, located at 297 Bayfield Center Drive in Bayfield, CO, encompasses the construction of a single-story, 16,197-square-foot facility with a mezzanine, including a four-bay pull-through apparatus bay, residential living quarters with 8 bedrooms, support spaces, and a health clinic featuring ambulance bay, x-ray, lab, critical care, and exam rooms. Deliverables include site development, new utilities, asphalt, concrete curb and gutter, retaining walls, landscaping, and irrigation, with the building designed as an essential services structure with a 50-75 year lifespan. A mandatory virtual pre-proposal meeting is scheduled for November 11, 2025, at 3:00 PM, with proposals due via BidNet Direct by December 5, 2025, at 5:00 PM. The evaluation criteria will focus on minimum qualifications, firm capabilities, budget and schedule competence, and potential interviews, with the selection process emphasizing the greatest overall value to the district.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The project budget is approximately $18 million, with the owner covering certain fees such as water and sewer plant investment fees, electrical service, and street over-sizing fees. Contractors will be required to provide performance and payment bonds at 100% of the contract value, maintain comprehensive insurance coverage, and offer a two-year warranty on all work. The construction schedule anticipates an 18-month timeline, with substantial completion targeted for August 15, 2027. Liquidated damages are structured at $1,500 per day for late substantial completion and $500 per day for late final completion. The contract includes provisions for potential termination for convenience, with the contractor waiving claims for anticipated overhead or profits. Specific bonding and insurance requirements are detailed in the AIA Document A312 Performance and Payment Bonds, with insurance policies typically requiring $2 million coverage per occurrence across various liability categories.
