About this opportunity

Hillsborough County Public Schools (HCPS) is soliciting bids for comprehensive upholstery services, specifically targeting the re-upholstering of accordion walls and doors across district facilities. The procurement encompasses all associated labor, materials, supervision, equipment, and incidentals necessary to complete installations in compliance with Florida Building Code. Qualified vendors must demonstrate a minimum of five years of experience and provide comprehensive services including fabric removal, cleaning, preparation, new fabric installation, and disposal of existing materials. Technical questions for this solicitation are due by December 15, 2025, at 5:00 PM, with final bids required to be submitted electronically via VendorLink by January 12, 2026, at 5:00 PM. HCPS plans to award contracts to primary and backup vendors across three geographic maintenance areas (West, Central, and East), with the lowest responsive and responsible bidder in each area receiving potential primary contract status. Bidders must submit four sample books, color swatches, and fabric types with their proposals and provide proof of current business licenses, permits, and specified insurance coverage.

HCPS encourages participation from Small Business Enterprises (SBEs) registered with the district's Office of Supplier Development, with an expectation of reinvesting at least twenty percent of eligible expenditures with certified small local businesses. Vendors must complete mandatory affidavits regarding foreign country restrictions and labor coercion prohibitions, including certification that they are not owned by governments of specified foreign countries and comply with human trafficking regulations. The procurement includes specific restrictions, such as a fifteen percent maximum markup on material costs and compliance with federal and state requirements including E-Verify and the Jessica Lunsford Act. While the estimated budget for individual projects does not exceed ten thousand dollars, HCPS reserves the right to solicit competitive quotes for higher-value requirements. The initial contract term will begin upon School Board approval, with potential automatic renewals for up to four additional one-year periods contingent upon performance, appropriations, and mutual agreement. Payment terms follow the Florida Prompt Payment Act, providing net 45-day invoice processing with one percent monthly interest on overdue payments.
