About this opportunity

The Florida Department of Transportation (FDOT) is issuing a Request for Proposals (RFP) seeking qualified vendors to provide updates to the agency's pricing algorithms and market area definitions used for estimating highway construction project costs. The research project aims to evaluate FDOT's current methodologies, processes, and algorithms for determining estimates on roadway and bridge construction pay items, and to provide recommendations to improve the accuracy and responsiveness of those estimates. Key deliverables include analyzing FDOT's historical bid data, market area definitions, and parameter-based pricing functions, as well as researching external data sources that could be leveraged to better predict prices in a volatile market. The initial contract term is 18 months, with potential renewal options. The RFP states FDOT has a total maximum budgetary amount of $200,000 for this contract.

The RFP is open to all qualified vendors, but they must be registered in the State of Florida's MyFloridaMarketPlace system. Out-of-state companies must also be authorized to do business in Florida. The contract will be awarded to the responsive and responsible vendor with the highest cumulative technical and price evaluation score. The RFP includes requirements related to minority business enterprise participation and restrictions on contracting with scrutinized companies. No information is provided about any incumbent vendors or current contractors.
