About this file

This document is a set of Questions and Answers released by the Florida Department of Transportation (FDOT) regarding a Request for Proposals (RFP) for Updates to Estimates Pricing Algorithms and Market Areas. The RFP was issued as DOT-RFP-22-9061-SJ, with a bid opening date of Wednesday, April 19, 2023 at 10:00 A.M. EST. The scope of services requested includes updates to the Department's pricing algorithms and market areas. The contract will be awarded on a fixed fee per deliverable basis, regardless of the time required to complete each deliverable.

The document provides clarification on the Department's expectations for the Work Plan section of the proposal, stating that they are looking for a reasonable number of hours in relation to the technical plan and engagement scope, not just the least number of hours. The Department also confirms that they have not contracted with a vendor in prior years to perform similar services.

QUESTIONS AND ANSWERS

Question 1 Does the Department anticipate renewing the contract to update pricing algorithms after the initial engagement is complete?

Answer 1 This information is unknown at this time.

Question 2 Based on Exhibit C of the RFP, the compensation for this project will be on a fixed fee per deliverable basis. Is that correct, regardless of the amount of time required to complete each deliverable?

Answer 2 Yes, that is correct.

Question 3

Please provide some additional clarity regarding what the Department is looking for in a vendor’s Work Plan. There are 20 points assigned to this section of the proposal, but the requirement for this section is simply a time estimate by staff level. Will points in this section be awarded to the vendor that can offer a solution to complete the project in the least amount of time, or is the Department looking for a Work Plan that has a reasonable number of hours in relation to the technical plan and engagement scope?

Answer 3 A work Plan that has a reasonable number of hours in relation to the technical plan and engagement scope would be what we are evaluating, not just the least number of hours.

Question 4 Has the Department contracted with a vendor in prior years to perform the requested scope of services or similar services? If so, which vendor and what were the contracted fees?

Answer 4 No
