About this opportunity
The Ohio Department of Natural Resources (ODNR), specifically the Division of Parks and Watercraft, is seeking bids for a renovation project at Kelleys Island State Park involving two shower houses and one restroom. The project requires comprehensive updates including removing and replacing stall doors, mirrors, and toilet paper dispensers, as well as extensive painting and installation of new fixtures. Specific requirements include priming and painting interior walls in gloss medium blue and ceilings in gloss white, replacing 15 toilet stall doors, adding 8 new solid plastic shower doors, and replacing wood on 20 benches with solid composite materials. The work must be completed by May 1, 2026, with site visits available by appointment Monday through Friday from 8:00am to 4:00pm. Contractors are encouraged to contact Park Manager Chris Ashley (419-707-2167 cell, 419-746-2546 office) to schedule site visits. The contract will be awarded to the lowest responsive and responsible bidder, with evaluation based on comprehensive bid responsiveness and overall project capability. Notably, the park's ferry service ceases operations in January and resumes in mid-March, which may impact project logistics.
The procurement opportunity is specifically set aside as a Minority Business Enterprise (MBE) contract in accordance with Ohio Revised Code 125.081, which means only qualified MBE vendors can submit bids. The project is located at 920 Division Street, Kelleys Island, OH 43438, and requires careful consideration of the unique island environment and seasonal access constraints. Contractors must comply with the state's standard terms and conditions, including provisions related to offshore services, data location, and ethical standards. While a specific budget range is not explicitly stated, the contract will be awarded by line item to the lowest responsive bidder. Additional requirements include maintaining appropriate insurance coverage, conducting necessary background investigations, and adhering to state procurement regulations. The procurement is facilitated through OhioBuys, the state's primary procurement platform, which requires vendors to obtain an OH|ID for full system access and participation.
