About this opportunity
The Metropolitan Transportation Commission (MTC) is issuing a Request for Proposals (RFP) to procure consultant services for the design, development, operations, maintenance, enhancement, and hosting of the 511.org website, including communications and brand management services. The 511 traveler information program serves the San Francisco Bay Area with real-time information on road conditions, transit services, bike resources, carpool and vanpool options, traveler alerts, and interactive maps with traffic and transit layers. The successful consultant or consultant team will be responsible for managing the Pantheon hosting infrastructure for the static Drupal-based website and the customized Tyk API Gateway platform as a managed service in MTC's name. The RFP is anticipated for release in spring 2026 (approximately May), with proposals due on June 30, 2027, and the project expected to begin on September 1, 2026, and conclude on June 30, 2027. At MTC's sole option, the contract may be extended for up to four additional years. The point of contact for inquiries is Andrew L. Nguyen, Principal Contract Administrator, at alnguyen@bayareametro.gov or 415-778-6651, and proposers must register as Document Takers through the Euna Procurement (formerly Bonfire) platform to receive notices and monitor the MTC procurement website at https://mtc.bonfirehub.com for official documents.
The contract will be funded in whole or in part with federal funding from the Federal Highway Administration (FHWA) Surface Transportation Block Program (STBP), as administered by the California Department of Transportation (Caltrans). The initial budget for this opportunity is approximately $3,450,000, with additional funding potentially available subject to budget approval. The procurement documents do not specify particular set-aside designations or restrictions on the types of organizations that may respond; however, proposers should consult the official RFP documentation for any applicable small business, disadvantaged enterprise, or other participation requirements. The consultant will need to integrate with the existing Drupal-based website infrastructure and the Tyk API Gateway platform currently in operation, as a newly refreshed website is expected to launch in spring 2026 prior to the project commencement date. No incumbent vendor or current contractor information was provided in the available documentation. Interested organizations should monitor the MTC procurement website regularly for the official RFP release and any amendments or clarifications to the procurement requirements.
