ATTACHMENT A

AGENCY: Metropolitan Transportation Commission
PROCUREMENT TYPE: Request for Proposals (RFP)
PROJECT TITLE: 511 Website Design, Development, Operations, Maintenance, and Hosting Support Services
ANTICIPATED RELEASE DATE: Spring 2026 (Approximately May)
PRELIMINARY PROJECT DESCRIPTION:
A. Background
The MTC 511 traveler information program is a robust and multi-platform resource for Bay Area travelers to receive up-to-the-minute information on current road conditions, transit services, bike resources, and carpool and vanpool options. In 2002, the Bay Area was the largest metropolitan area in the country to implement a 511 phone service and was the first in California. The award winning, multi-modal traveler information website launched in 2004 (511.org). Since then, MTC has continued to evolve 511’s offerings.
The 511 traveler information program is intended to serve as a daily tool for Bay Area commuters, and has also served as a critical resource for Bay Area travelers during emergency situations and major events, such as the Bay Area Rapid Transit (BART) service outages and transit operator strikes, the COVID-19 global pandemic with significant impacts on Bay Area transit service, and the Santa Clara Unit (SCU), Lake Napa Unit (LNU), and San Mateo and Santa Cruz Unit (CZU) Lightning Complex fires that closed multiple critical roadways in counties throughout the Bay Area in August and September 2020.
In August 2019, MTC launched a redesigned 511.org website which is built on the agency-standard Drupal platform. A newly refreshed 511.org website is expected to launch in spring 2026.
The core elements of the 511.org website include the following:
• Traveler alerts, which are real-time,
• An interactive map, with traffic, transit, carpool, and biking information layers, some of which are real-time,
• Resources for traffic, transit, paratransit, Clipper Access, carpool, vanpool, bicycling, express lanes, and park ‘n ride lots, and
• Open data program resources for provision to the private sector.

• The real-time elements of the 511.org website are managed using a customized software as a service (SAAS) API Gateway product built on the Tyk platform. The Consultant will be responsible for the customized Tyk API Gateway as a managed service in MTC’s name, B. Project Description
