About this opportunity
San Bernardino County is soliciting bids through an Invitation for Bid for Unit 2 Phase 5-2 liner construction at the San Timoteo Sanitary Landfill in Redlands, California, with bids due November 12, 2026, and a mandatory pre-bid meeting followed by a mandatory job walk. Contractors and subcontractors must be registered with the California Department of Industrial Relations to bid or perform work, with exceptions only for construction projects under $25,000 and maintenance projects under $15,000. The solicitation establishes no minority participation goals.
The scope covers composite liner systems, earthwork including excavation and subgrade preparation, low-permeability layers, leachate collection systems, and operations layers. Additional work includes entrance and perimeter access road improvements, retaining walls, fire water lines and hydrants, perimeter fencing, landfill gas improvements, two leachate tanks with associated equipment, modification of existing leachate infrastructure, and drainage improvements. Bidders must submit CARB certification with their bid, and prime contractors must self-perform a minimum of 50 percent of the work. Because the project area has high paleontological sensitivity, full-time paleontological monitoring is required under the Paleontological Resources Impact Mitigation Plan included as Attachment 1. Performance and Payment Bonds are due after award.
Contract time is 350 working days, with a 10-workday allowance for rain or inclement weather applicable to the entire project. Prevailing wage rates apply to all workers, with penalties of $200 per calendar day per worker for underpayment and certified payroll submitted to the Labor Commissioner monthly. Apprenticeship obligations under Labor Code section 1777.5 require submitting the DAS-140 within ten days of contract execution. Plans and specifications are available through the EPro System or on USB drive from the County. A supplemental information document dated October 19, 2026 responds to 26 bidder questions.
