About this opportunity

Orange County Information Technology is procuring Uninterruptible Power Supplies for refresh at remote County sites through a reverse auction, with bids due May 14, 2024. The solicitation uses the EasiBuy LLC electronic platform and will employ a reverse-auction format with real-time competitive bidding.

Orange County Local Small Business (OCLSB) certification and Disabled Veteran Business Enterprise (DVBE) certification both confer preference. Under this IFB structure, the lowest certified OCLSB or DVBE bidder within five percent of the lowest bid receives an opportunity to price match within three business days. Vendors certified as both OCLSB and DVBE simultaneously receive an eight percent preference. Valid state certifications must remain current through solicitation closure and award.

The scope covers replacement UPS units ranging from 500VA to 8000VA systems, external battery cabinets, power distribution units, and related accessories. Orange County operates approximately 400 UPS units across the County and plans to refresh approximately 30 percent annually. The contractor must provide removal and start-up services for units requiring Power Assurance Packages, on-site removal of existing equipment, and 24-hour emergency response throughout a five-year warranty period. Standard services are limited to County operating hours of 8:00 a.m. to 5:00 p.m. Pacific Standard Time, Monday through Friday.

The contract term is one year with two optional one-year renewal periods under contract number MA-017-24011084. Compensation is fixed-price with freight and shipping charged at cost. The contractor must maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. If the contract is extended to other municipal, county, public utility, hospital, or educational institutions, the contractor must pay a 2 percent rebate on eligible revenues to the County.

Bidders must submit a completed Company Profile form with valid D-U-N-S number, Campaign Contribution Disclosure Form, and a signature page with dual corporate officer signatures or a corporate resolution. All bidders must acknowledge acceptance of EasiBuy's platform terms and conditions no less than three business days before the auction event. The transaction fee is 2 percent of the final purchase price, charged upon contract award or monthly for term purchases.
