The Agency for Community Transit in Pontoon Beach, Illinois is requesting quotations for a five-year firm fixed unit-price contract to supply and deliver uniforms and clothing on an as-needed basis for approximately 188 eligible employees, with bids due August 19, 2026 at 2:00 PM CDT and questions due July 29, 2026.

The scope encompasses 22 categories of uniform items for 156 drivers, 9 facility maintenance staff, 7 grounds maintenance staff, 11 road supervisors, and 5 capital projects staff, including work shirts, pants, safety vests, ANSI-compliant bombers jackets, and specialized outerwear. New drivers receive initial sets of 12 shirts, 6 pants, 1 work belt, 1 three-in-one parka system, and 1 full-zip fleece jacket. The contractor must embroider ACT and MCT logos (approximately 3.6 inches wide by 1.25 inches tall in PMS 347 green and 300 blue) on all items except t-shirts, which require silk screening, and must silk screen employee names (approximately 0.5 inches tall). All logo costs, embroidery, silk screening, proofing, standard hemming or alterations, packaging, and F.O.B. destination delivery must be included in unit pricing unless separately itemized. The contractor must provide monthly fitting and order collection services at ACT's facility during a mutually agreed three-hour block on Tuesday, Wednesday, or Thursday, commencing January 2027. Standard delivery is within 30 calendar days of purchase order issuance; extended sizes allow up to 6 weeks, and non-standard sizes (4XL and larger, waist 44 inches and larger) allow up to 8 weeks. The contractor must establish and maintain a secure web-based ordering portal with inventory management, order tracking, reporting, and employee access capabilities, implementing multi-factor authentication, data encryption, and compliance with NIST Cybersecurity Framework standards.

Unit pricing shall remain firm until December 31, 2027, after which price adjustments are permissible no more than twice annually, not to exceed the Consumer Price Index for All Urban Consumers: Apparel or 5 percent annually, whichever is less. The contract is subject to the Illinois Prevailing Wage Act. Insurance requirements include Workers' Compensation, Comprehensive General Liability with minimum limits of $500,000 per incident and $1,000,000 aggregate, Comprehensive Vehicle Liability with minimum limits of $500,000 per person and $1,000,000 per occurrence, Umbrella Liability of at least $1,000,000, and cyber liability insurance of at least $500,000. Administrative cost reimbursements are $10 per business day for late delivery or non-performance and $25 per instance for incorrect orders involving two or more purchase order lines in a given month. The contract is partially funded by Madison County Transit's operating assistance grant from the State of Illinois Department of Transportation. Award will be made to the lowest responsive and responsible bidder; the Owner reserves the right to award to single or multiple service providers. Bids must be submitted electronically through the Bonfire portal and must include the completed Solicitation, Offer and Award Form, References Form, Project Manager Form, portal description, and Bid Price Form. An addendum with answers to questions is anticipated by August 5, 2026. Anticipated board approval is September 10, 2026 and contract award is September 17, 2026. Offers remain firm for 120 calendar days from the final bid due date.
