About this file
Summary
This is a Scope of Work document for RFQ 26-2-14301 establishing a 5-year uniform and clothing supply contract with the Agency for Community Transit (ACT) in Pontoon Beach, Illinois. ACT seeks to procure heavy-duty uniforms and clothing on an as-needed basis for approximately 188 eligible employees, including 156 drivers, 9 facility maintenance staff, 7 grounds maintenance staff, 11 road supervisors, and 5 capital projects staff. The contract requires the contractor to supply 22 categories of uniform items ranging from work shirts and pants to specialized outerwear, rain gear, safety vests, and ANSI-compliant bombers jackets. New drivers receive initial uniform sets consisting of 12 shirts, 6 pants, 1 work belt, 1 three-in-one parka system, and 1 full-zip fleece jacket. The contractor must provide monthly fitting and order collection services at ACT's facility during a mutually agreed three-hour block on Tuesday, Wednesday, or Thursday, with initial measurement and fitting services commencing in January 2027. Standard delivery is required within 30 calendar days of purchase order issuance, with allowances up to 6 weeks for extended sizes and 8 weeks for non-standard sizes (4XL and larger, waist 44 inches and larger). The contractor must establish and maintain a secure web-based ordering portal providing inventory management, order tracking, reporting capabilities, and employee access to available clothing options.
The contract requires all costs for logo application, embroidery, silk screening, proofing, and related services to be included in unit pricing unless separately itemized on the Bid Price Form. The contractor must embroider all logos except on t-shirts, which require silk screening. Logos must follow specific placement and sizing requirements: ACT and MCT logos approximately 3.6 inches wide by 1.25 inches tall, MCT Trails logos approximately 4.25 inches wide by 1 inch tall, and employee names approximately 0.5 inches tall, using PMS color 347 green and 300 blue. The contractor must submit proofs for owner approval before production and accept exchanges and returns for incorrect size, contractor error, or manufacturing defects within 60 days at no cost to the owner or employee. The contractor may charge premium fees only for non-standard sizes unless already included in the unit price. Attachment 2 provides approved reference items from manufacturers including Red Kap, Cintas, Carhartt, Port Authority, and others to establish minimum quality and performance standards. The owner reserves the right to purchase from non-contract providers if delivery deadlines are not met, and frequent late orders may result in contract termination.

S 7.1 Properly fitting uniform garments shall be available to accommodate all employees, male and female, short and tall from the smallest to the largest. Unhemmed uniform items shall be properly sized and hemmed at no additional cost to the Owner or employee. In the Owner’s sole judgment, determinations will be made based on the best interest of the Owner; such decisions will be considered final.
S 8.2 Owner approved variances will be made known to all Bidders via an addendum to the solicitation.
Approved equal/variance requests submitted with a bid will be rejected.

b. Manufacturer documentation that names the replacement item, if any.
c. At the Owner’s request, a sample of the replacement item for inspection (approved equal request process).
d. Proposed new unit price for the replacement item.
S 9.2 No substitutions shall be made without prior written approval by the Owner. Where a replacement item changes fabric, construction, or any characteristic that may impact logo/name application, the Contractor shall provide information and/or sample for Owner review and authorization.
