About this opportunity
Greenville County, South Carolina is seeking sealed proposals for Request for Proposal (RFP) #23113, a comprehensive uniform and accessories procurement for the Sheriff's Office. The solicitation covers uniforms, jackets, body armor, boots, leather goods, badges, and insignia for approximately 550 officers, with additional requirements for twelve Cadets (ages 14-20), seventy crossing guards, and civilian personnel in environmental, recruitment, and media roles. Vendors must provide local customer service, including employee fittings, local alterations within 72 hours, online order management, and monthly invoicing. The RFP was issued on March 31, 2023, with electronic proposals due by May 8, 2023, at 3:30 pm through the county's online procurement portal. Evaluation criteria will be based on responsiveness, project experience, references, cost, and specific experience in law enforcement uniform provision, with each category weighted at 20% of the total score. The tentative award date is May 22, 2023, with contract negotiations scheduled from May 22 to June 5, 2023, and a proposed Notice to Proceed date of July 1, 2023.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The procurement allows for substitute brands and requires an extensive pricing proposal covering 398 line items from multiple brands including 5.11, Bates, Blackinton, Bluer, and others. Vendors must submit a comprehensive proposal including company background, qualifications, certifications, previous project descriptions, references, and a Certificate of Insurance. While specific budget ranges are not detailed in the provided documents, the scope suggests a significant procurement covering uniform needs for over 600 personnel across various roles within the Greenville County Sheriff's Office. The Sample Services Agreement indicates the potential for contract extensions up to four additional one-year terms, providing potential long-term opportunities for the selected vendor. The contract will be governed by South Carolina law, with all legal proceedings to be conducted in Greenville County.
