About this opportunity

The Colorado Department of Public Health and Environment (CDPHE), in coordination with the Governor's Office of Information Technology (OIT), is procuring development services for a Unified Data Dissemination Application (UDDA) through RFP 2026000125. The project encompasses the design, development, deployment, and implementation of a comprehensive web-based application that centralizes public access to air quality data, including air monitoring information, emissions reports, permitting data, and modeled datasets through an interactive, user-friendly interface hosted on Amazon Web Services (AWS). Key deliverables include a public-facing website with five functional tabs (Overview, My Air Quality, and Hot-Topic areas covering criteria pollutants, air toxics, greenhouse gases, ozone, and methane), an administrative backend enabling CDPHE Air Pollution Control Division (APCD) staff to manage content and data flows, integration with Hyland's OnBase (version 24.1 upgrading to 26.1) for textual documents and PDFs, monthly progress reports, comprehensive technical documentation, user guidance materials, and knowledge transfer documentation. The application must achieve 99.9% annual uptime, support 5,000 concurrent users, comply with Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, achieve zero-downtime deployments through Continuous Integration/Continuous Deployment (CI/CD) pipelines, and include real-time data integration with maximum latency of five minutes for air quality data and 24 hours for other feeds. Mandatory minimum qualifications require proposers to demonstrate proven expertise with AWS cloud hosting, interactive map-based applications, large environmental datasets, Hyland's OnBase systems, and Azure DevOps or comparable project management tools, along with current data security certifications such as ISO 27001 or SOC 2 Type II and financial stability declarations. The evaluation criteria assess technical approach, cost, and relevant experience with similar projects. Written inquiries from prospective proposers must be submitted by March 19, 2026, with responses published by April 1, 2026; proposals are due April 22, 2026, at 2:00 PM Mountain Standard Time; and oral presentations and best and final offers are scheduled as "to be determined," with award notification also pending determination. The initial contract period runs from July 1, 2026, through October 8, 2026, extending through June 30, 2027, followed by four optional one-year renewal terms for a maximum total contract duration of five years, with the development completion targeted for October 4, 2029, and optional maintenance and support extending through June 30, 2031.

The RFP does not specify set-aside designations or restrictions limiting organizational types; however, proposers must disclose whether their organization qualifies as a Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), or Women's Business Enterprise (WBE) on the signature page. Proposers must be registered with Colorado Vendor Self Service (VSS) at the time of award to be eligible, and proposals must include valid tax identification numbers with verification that such numbers match VSS registration. No incumbent contractor currently exists for this new implementation, though the solution must integrate with the State's existing data ecosystem, including the Air Toxics Monitoring Database (ATMD), EPA data sources, Hyland's OnBase systems, and Colorado's Single Sign-On (SSO) authentication solution, while complying with Colorado Office of Information Technology security standards, policies, and disaster recovery requirements including hourly Recovery Point Objectives (RPO) and one-hour Recovery Time Objectives (RTO). The CDPHE has allocated $2,075,000 for the total project development and implementation, which includes all system development, implementation, deployment costs, project management, reporting, OnBase data integration, optional artificial intelligence or large language model capabilities, optional annual maintenance and support services for post-implementation years, and estimated operational costs to run the developed system; proposers must submit firm, fixed pricing in U.S. dollars covering all related costs with detailed justification of proposed rates based on market resources, methodology, and technology employed. The awarded proposer shall have forty-five calendar days to execute the contract following notification of award and must complete contract execution by the specified deadline to commence performance on the July 1, 2026, start date.
