About this opportunity

The West Virginia Division of Corrections and Rehabilitation is requesting lump sum quotations for design-build services on an underground stormwater culvert pipe project at Parkersburg Correctional Center and Jail, with bids due October 2, 2026 at 10:30 AM EST under ARFQ 0608 DCR2700000011 Addendum No. 2. A mandatory pre-bid meeting on September 4, 2026 at 10:00 AM EST is required; failure to attend results in bid disqualification.

The project involves replacement and repair of an existing approximately 400-foot underground galvanized culvert pipe system spanning the facility property, including areas beneath a restaurant parking lot, access roads, sidewalks, and adjacent fields. The existing system drains stormwater from Berry Run Creek, I-77, U.S. Route 50, and the correctional facility itself, with portions transitioning to pre-cast concrete pipe. Place of performance is 225 Holiday Hills Drive, Parkersburg, WV 26401. The contract requires completion within 120 calendar days from notice to proceed.

Apparent successful vendors must provide proof of a West Virginia Contractors License prior to award. Insurance requirements include Commercial General Liability and Automobile Liability each at $1,000,000 per occurrence, with the State named as additional insured; workers' compensation insurance as required by law; and Professional Malpractice/Errors and Omissions Insurance of $1,000,000 per occurrence (per Addendum No. 1, professional engineering license is no longer required and AIA B101-2017 compliance has been removed). For contracts exceeding $50,000, a bid bond equal to five percent of total bid amount is required, along with performance and labor/material payment bonds each equal to 100 percent of contract value.

The contract is subject to Davis-Bacon wage rates and a local labor market hiring provision requiring 75 percent of employees sourced locally. Firm pricing for the contract life is required. A drug-free workplace affidavit and annual certification reports are mandatory. Questions are due September 25, 2026 at 2:00 PM EST. Contact Philip K. Farley at (304) 549-1050 or philip.k.farley@wv.gov.
