About this opportunity
The West Virginia Division of Corrections and Rehabilitation is requesting quotes for a design-build underground stormwater culvert pipe project at Parkersburg Correctional Center and Jail, with quotes due September 18, 2026 at 10:30 a.m. EST and a mandatory pre-bid meeting on September 4, 2026 at 10:00 a.m. EST. Attendance at the pre-bid meeting is required for bid eligibility.
The project involves replacement or rehabilitation of an existing underground stormwater drainage system comprising approximately 8-foot-wide galvanized and precast concrete culvert pipe that channels stormwater from the facility, I-77, and U.S. Route 50 beneath the restaurant property, parking lot, sidewalk, and access road to Berry Run Creek. A restaurant parking lot collapse on June 18 triggered this procurement. The contract term is fixed at 120 calendar days from notice to proceed.
Bidders must hold a West Virginia Contractors License and Professional Engineering License prior to contract award. Bid bonds equal to 5 percent of the total bid amount are required; performance bonds and labor/material payment bonds equal to 100 percent of contract value are required upon award. Commercial General Liability, Automobile Liability, and Professional/Malpractice/Errors and Omissions insurance of at least $1 million per occurrence are mandatory.
The project is subject to Davis-Bacon wage rate requirements if federally funded, local labor market hiring requirements for projects exceeding $500,000, and drug-free workplace certification for projects exceeding $100,000. Apparent successful bidders valued at $1 million or more must submit a Disclosure of Interested Parties prior to contract commencement. Written questions are due by 2:00 p.m. EST on September 11, 2026. Public bid opening is scheduled for 11:00 a.m. EST on September 18. Addendum No. 1 has been issued; bidders must acknowledge receipt and incorporate it into their responses. Invoices are directed to the Division of Corrections Central Office in Charleston; materials ship to 1124 Smith Street, Parkersburg.
