The University of Georgia's Office of Research is seeking a qualified supplier to provide Institutional Animal Care and Use Committee (IACUC) software through an electronic Request for Proposals (eRFP). The procurement aims to establish a comprehensive software solution that will streamline the management, oversight, and compliance of animal research and teaching protocols, covering the entire lifecycle from protocol submission to ongoing monitoring and reporting. Prospective vendors must submit a detailed Statement of Work with an implementation timeline, system specifications, and a completed Cost Worksheet, while carefully avoiding cost information in their RFP responses. The contract opportunity, identified by solicitation number 51800-eRFP-000001225-2025, will result in an Agency Contract awarded to the highest-scoring responsive and responsible supplier. The initial contract term is one year, with potential for four subsequent annual renewals at UGA's discretion. The proposal is due on January 3, 2025, and suppliers must comply with all requirements outlined in the solicitation document, including an internal CESS review process and Board of Regents policy compliance.

While no specific set-aside designations or restrictions on vendor types are explicitly mentioned in the documentation, potential respondents must undergo a rigorous risk assessment and compliance review. The procurement is specifically for Clarke County and the state of Georgia, targeting software that will integrate with the University of Georgia's existing research infrastructure. Although precise budget ranges are not disclosed, the comprehensive nature of the IACUC software solution suggests a significant investment in modernizing animal research protocol management. The successful vendor will need to demonstrate technical capabilities to provide a fully integrated system that meets the university's complex research management needs. The contract's potential five-year duration indicates UGA's commitment to establishing a long-term technology partnership with the selected software provider.
