About this opportunity

The Utah Department of Transportation (UDOT) Procurement Services Division is requesting bids for herbicides and related products for right-of-way, industrial sites, and non-crop applications statewide, with bids due September 14, 2026 under IFB Solicitation #UDOT270012CN. The contract may result in a multiple five-year award to the lowest responsive and responsible bidder.

The scope encompasses selective herbicides (2,4-D Amine, 2,4-D Ester, Dicamba mixes, Picloram, Escort, Telar, Plateau, Milestone, Vista), non-selective herbicides (Glyphosate, Arsenal), bareground herbicides (Krovar, Esplanade, Imazuron/Mojave), preemergent herbicides (Aqua Cap, Snapshot), aquatic-labeled herbicides, and adjuvants including surfactants, drift reducers, dyes, and anti-foaming agents. All products must be labeled for non-crop land and roadside use and comply with worker protection standards. The cost submittal includes 27 line items with estimated quantities ranging from 20 gallons to 4,500 pounds per product. Contractors must deliver all ordered products within 15 days after order receipt on an FOB Destination basis, with delivery costs included in quoted prices. No minimum purchase quantities are required.

Pricing for listed products is guaranteed for one year from contract award. After the one-year guarantee period, price amendments may be requested if supported by market analysis or documented increases, subject to State approval. Price reductions must be offered immediately. Bidders may also submit catalog discounts on herbicide products beyond the itemized price list, provided items fall within scope. Award determination is based on the lowest total cost across all line items plus any submitted discount.

Contractors must maintain commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability of $1 million combined single limit if vehicles are used. All personnel performing under the contract must be verified through Utah's Status Verification System (E-Verify). The State retains inspection rights for thirty days after delivery, with rejection and replacement at contractor expense for nonconforming items. Termination for convenience is available to UDOT upon thirty days' written notice.
