About this opportunity
The Utah Department of Transportation (UDOT) issued a Request for Proposal on April 15, 2026, with a due date of April 30, 2026, to establish multiple-award contracts for Road Weather Information System (RWIS) Instrumentation supply. The procurement seeks qualified vendors to supply eighteen categories of weather monitoring equipment and sensors for UDOT's existing and new Environmental Sensing Stations across Utah, which currently comprise more than 200 ESS and 2,000 tracked devices utilizing cellular, fiber, and radio communications. Deliverables include Remote Processing Units, RPU cabinets/enclosures, frequency-hopping spread-spectrum radios, air temperature and relative humidity sensors, wind speed and direction sensors (standard and heavy-duty/ice-resistant variants), present weather and visibility sensors, liquid precipitation sensors, solar radiation sensors, snow depth sensors, subsurface and soil sensors, instrumentation towers and tripods, and road surface condition and temperature sensors. Vendors must demonstrate the ability to supply at least one item meeting specifications and provide pricing for each of the eighteen equipment categories listed in the itemized pricing schedule. All items must include a minimum two-year warranty or the vendor's listed warranty period (whichever is greater) and must comply with Federal and State of Utah standards including OSHA, ANSI, CE, and CSA regulations. The contract term is five years with no renewal options, and all pricing must be guaranteed for one year, with subsequent price adjustments requiring equal guarantee periods and submission at least 30 days before the effective date. Evaluation criteria consist of three sections: mandatory minimums on a pass/fail basis requiring complete documentation and at least one reference; vendor experience and support scored on a 0-5 scale across four questions (80 points total with a minimum of 48 points required to pass); and cost evaluation where the lowest-priced vendor receives maximum points with other vendors' points calculated proportionally based on their offered cost relative to the lowest cost, with a minimum score of 58 points required for award consideration.
The RFP documentation does not indicate any specific set-aside designations or restrictions on the types of organizations eligible to respond. No incumbent vendors or current contractors are identified in the solicitation materials. Vendors must maintain workers' compensation coverage at statutory limits, commercial general liability of at least one million dollars per occurrence and three million dollars aggregate, and commercial automobile liability of one million dollars per occurrence if vehicles are used in contract performance, with certificates of insurance required before contract commencement. All shipping costs are vendor-covered with F.O.B. Destination Freight Prepaid delivery to the UDOT Traffic Operations Center in Salt Lake City. The solicitation documents do not specify an overall award value or budget range; instead, vendors submit pricing for each of the eighteen equipment categories, allowing UDOT to evaluate costs on a per-item basis across multiple potential vendors. Vendors must respond to UDOT requests within five business days or face written warnings, order withholding, or contract suspension or termination. The contract is governed by the State of Utah Agency Standard Terms and Conditions, which include a one-year warranty period from delivery, F.O.B. Destination delivery terms, six-year record retention requirements, and provisions allowing UDOT to terminate for cause with ten days' notice for cure or without cause upon thirty days' written notice.
