About this opportunity
The Utah Department of Transportation (UDOT) Region 2 has issued Invitation for Bid (IFB) Solicitation #UDOT260240CN for sales, installation, repair, and maintenance services for electrical and solar-powered moving gates across Salt Lake, Tooele, and Summit counties. The procurement seeks a single contractor to provide comprehensive support for gates ranging from 16 to 35 feet in opening width, including steel cantilever gates, decorative iron lift gates, and aluminum cantilever gates in both electric and solar-powered configurations. Required deliverables include complete gate installations, repair and maintenance services, remote transmitters (with pricing for additional units beyond the ten provided per opener), programmable keypads, photo eyes for safety compliance, and itemized invoices with assigned work order numbers. Contractors must demonstrate prior experience performing similar work for government agencies and submit an Executive Summary detailing relevant governmental clients and recent work performed. The contract will be awarded to the lowest responsive and responsible bidder and will run for five years, with pricing guaranteed for one year from contract execution and any subsequent price adjustments requiring 30 days' notice with supporting documentation. Bidders must submit sealed bids by April 28, 2026, with the bid submission closing the solicitation process. Key requirements include manufacturer's warranties on all equipment installations and repairs, a parts percent discount off current retail pricing for service and repair work, and compliance with all federal, state, and local wage requirements.
The solicitation does not identify any set-aside designations or restrictions limiting organizational types that may respond, nor does it specify any disadvantaged enterprise preferences. No incumbent vendors or current contractors are identified in the available documentation. Contractors must maintain bonding up to $100,000, carry Worker's Compensation Insurance as required by Utah law, and obtain Commercial General Liability insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, with UDOT named as an additional insured. Additionally, all contractors must register with the E-Verify Status Verification System and comply with the State of Utah Agency Standard Terms and Conditions, which require compliance with federal and state employment practices prohibiting discrimination and maintenance of comprehensive business records for six years following final payment. No specific award value or budget range is provided in the solicitation documents; however, the evaluation is based on a lump sum calculation of the two most-used gate installation items highlighted in the itemized price list, with consideration given to service technician repair labor rates and mobilization costs to determine total cost of ownership over the five-year contract period.
