About this file

This is a Scope of Work and Special Terms and Conditions document for the Utah Department of Transportation (UDOT) Region Two, establishing requirements for a five-year contract for sales, installation, repair, and maintenance services related to electrical and solar-powered moving gates. The contractor must provide services across UDOT Region Two facilities located in Salt Lake, Tooele, and Summit counties. The scope includes electric gates spanning 16 to 35 feet in opening width, solar gates with appropriately sized solar panels, programmable keypads, remote transmitters (ten per opener with pricing for additional units), and photo eyes for safety compliance. All equipment installations and repairs must include manufacturer's warranties, and contractors must demonstrate experience performing similar work for government agencies. Contractors are required to submit an Executive Summary with their bid detailing relevant governmental clients and recent work performed. The contract does not guarantee any minimum purchase quantities, and UDOT reserves inspection rights with authority to reject non-compliant work and require corrections at the contractor's expense.

Pricing is guaranteed for one year from contract execution, with any subsequent price adjustment requests requiring 30 days' notice and supporting documentation demonstrating a logical mathematical link to current pricing. Contractors must maintain bonding up to $100,000, carry Worker's Compensation Insurance per Utah law, and obtain Commercial General Liability insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, naming UDOT as an additional insured. Suppliers are responsible for all applicable federal, state, and local wage requirements and must submit itemized invoices to UDOT Region Two at the specified address with assigned Work Order numbers. UDOT reserves the right to correct deficiencies in contractor performance within 30 days of completion, requiring the contractor to complete corrective work within seven days at no cost. If the contractor fails to respond, UDOT may engage another vendor and deduct expenses from the contractor's invoice.
