About this opportunity

The Utah Department of Transportation (UDOT) has issued a Notice of Intent to Award a Sole Source Contract for truck scale procurement and installation at multiple Port of Entry facilities across Utah. The contract is specifically with Meldrum Scale Company for Avery Weigh-Tronix Scales, covering comprehensive services including procurement, installation, upgrades, maintenance, parts, and repairs for truck scales capable of weighing vehicles up to 120,000 pounds. Planned installation locations include Perry, Echo, Wendover, Daniels/Heber, Peerless/Price, Roto Flats, Kanab, St. George, Monticello, Thomson I-70, and Vernal/Basin Ports. The scales will feature weighbridge sections ranging from 14' x 14' to 14' x 30', with stringent technical requirements for construction and performance. Key vendor requirements include being an original equipment manufacturer (OEM) certified Avery Weigh-Tronix dealer, providing a 15-year full parts and labor warranty for weighbridge structures, and a 5-year warranty for weigh bars and load cells. The public notice period for potential challenges runs from November 3, 2025, to November 10, 2025, with interested parties required to email mparry@utah.gov if they contest the sole source procurement.

The procurement appears to have no specific set-aside designations or restrictions on responding organizations. Meldrum Scale Company is positioned as the sole source vendor, with justification based on being the only provider of the required Tronix scale equipment in Utah. The contract includes comprehensive service requirements, including maintaining an inventory of parts, providing 24-hour service response, and performing full maintenance and calibration to maintain certified factory specifications. While a specific contract value is not explicitly stated, the procurement involves multiple scale installations across numerous Utah Port of Entry locations. The vendor must meet strict qualifications, including ISO 17025 accreditation and employment of factory-trained technicians. Invoicing will be processed through UDOT's Motor Carriers Division, with specific billing and payment protocols. The contract appears to be a comprehensive, long-term arrangement for critical transportation infrastructure equipment and maintenance services.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
