About this opportunity
The Utah Department of Transportation is issuing a notice of intent to award a sole-source contract to RC Hunt Electric for continued and expanded technology installations at Utah's Ports of Entry, with challenges due November 10, 2026. The notice is not a competitive solicitation. UDOT will award without competition unless a qualified supplier submits documentation of a comparable, equal, or equivalent source, or cost comparisons where transitional costs justify the method. No action is required from suppliers that agree with the sole-source determination.
The work continues and expands existing e-screening systems and includes tire anomaly classification system installations, commercial vehicle sorting systems, and associated infrastructure. At ten additional Port of Entry locations statewide, scope covers weigh-in-motion sensors, USDOT readers, license plate readers, cameras, masts, poles, signs, technical wiring, and conduit. The justification rests on compatibility with systems already installed at multiple Ports of Entry, and the requesting unit reports that market research identified no alternative sources. Project delays that created funding challenges are cited as an additional basis for the single-source approach.
The estimated cost is $2 million in additional funding for the term, which runs through June 30, 2028, with no renewal options. Freight is F.O.B. Destination, Freight Prepaid. RC Hunt Electric is the incumbent under an existing contract, which this notice extends and funds further. Challenges must be submitted to mparry@utah.gov before the posted closing deadline on November 10, 2026, Mountain Time.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
