About this file
This is a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process issued by the Utah Department of Transportation (UDOT) Procurement for RC Hunt Electric. The notice addresses the continuation and expansion of technology systems installations at Utah's Ports of Entry, specifically including e-screening system upgrades, tire anomaly classification system (TACS) installations, commercial vehicle sorting systems, and associated infrastructure. The scope encompasses installation of weigh-in-motion sensors, USDOT readers, license plate readers, cameras, masts, poles, signs, technical wiring, and conduit at ten additional Port of Entry locations throughout the state. The contract term extends through June 30, 2028, with no renewal options. The requesting unit has identified this procurement as a sole source award based on the existence of an ongoing contract with RC Hunt Electric and cited project delays resulting in funding challenges as justification for the single-source approach.
The estimated total term cost for this procurement is $2,000,000.00 in additional funding, with freight costs designated as not applicable (F.O.B. Destination, Freight Prepaid). RC Hunt Electric is identified as the incumbent vendor with an existing contract. The justification for sole source procurement centers on compatibility considerations, as the proposed work involves continuing and expanding existing e-screening systems already installed at multiple Ports of Entry throughout Utah. The requesting unit indicated that no market research identified alternative sources and that the existing contract provides the foundation for this continuation. UDOT Procurement opened a public notice period to determine whether other qualified providers could meet the stated specifications; however, no valid challenges were anticipated following the solicitation period, after which UDOT Procurement may award the contract without competition if no competing offers were received.

In the subsequent pages the Requesting Unit has identified its justification for pursuing this process.

· If transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with the provider’s anticipated transitional costs.
Regardless of any prior communications with UDOT Procurement or the State, all providers interested in responding to this notice must submit a response to this posting containing complete responses to all of the information requested above.
DO NOT CONTACT THE REQUESTING UNIT. Any questions regarding this notice, including obtaining additional information, must be obtained through UDOT Procurement during the publication period. No action is required if you agree with this Notice.
