About this opportunity

The Utah Department of Transportation (UDOT) has published a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for catering services at the 2026 Utah Transportation Conference, with a public comment period closing September 16, 2026. This is a sole-source procurement; UDOT intends to award to Sodexo Live! without competitive solicitation.

The sole-source justification is a venue mandate: the Mountain America Exposition Center contract requires UDOT to use the facility's designated catering vendor for all food and beverage services. UDOT has not conducted market research, contacted alternative vendors, or verified state cooperative-contract availability because the venue requirement makes this specific provider mandatory.

The scope comprises three days of catering including breakfast, lunch, morning snacks for three days, and afternoon snacks for two days, along with beverages and associated service. The estimated total contract cost is $744,297.60 with no freight charges (F.O.B. Destination, Freight Prepaid). UDOT has a history of contracting with Sodexo Live! under the Mountain America Exposition Center agreement.

The notice is not a request for bids but an opportunity for qualified providers to contest the sole-source determination. Any party believing competing sources exist must submit detailed documentation and cost comparisons by September 16, 2026. If no valid challenges are received, UDOT will proceed to award without further competition. No action is required from parties who agree with the sole-source determination.

Accounting coding: Unit 8001, Appropriation XYD, Object 6276, Activity 7G38, Function C00069.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
