About this opportunity

The Utah Department of Transportation (UDOT) has issued an Invitation for Bid (IFB) for a specialized Striping Conditions Data Collection contract, seeking a qualified vendor to collect retroreflectivity data of durable pavement marking materials using a Mobile Retroreflectivity Unit (MRU). The procurement targets edge lines and adjacent lane lines on selected routes spanning approximately 1,534.8 line miles across multiple UDOT regions, including interstate and non-interstate roadways. Successful bidders must demonstrate technical capability to perform precise annual data collection in both wet and dry conditions, utilizing vehicle-mounted retroreflectometry equipment operating at manufacturer-recommended speeds. The contract duration is one year with potential renewal options for up to five additional years, with data collection to be performed annually in the fall or as specifically directed by UDOT. Key deliverables include comprehensive measurement reports, precise geometric and measurement data, and adherence to stringent equipment calibration and data accuracy standards. The solicitation's due date is August 1, 2025, and this represents a re-issuance of a previous solicitation that received no responses, indicating an ongoing critical need for these specialized transportation infrastructure services.

The procurement does not explicitly specify set-aside designations or restrictions on responding organizations, suggesting the opportunity is open to qualified vendors meeting technical specifications. Compensation will be structured through unit pricing as identified in the contractor's bid, with a unique payment schedule including 50% mobilization costs paid upon worksite mobilization and work plan approval, and the remaining 50% paid after successful completion of at least half the measurement sites. While no incumbent vendors are mentioned, the contract requires significant technical infrastructure, including a Mobile Retroreflectivity Unit capable of precise measurements and comprehensive data processing capabilities. The vendor must provide all project management, equipment, training, safety equipment, documentation, and quality assurance mechanisms. Though specific budget ranges are not detailed in the documents, the scope suggests a substantial technical service contract involving extensive statewide data collection across multiple transportation regions, with potential for multi-year engagement.
