About this opportunity
The Utah Department of Transportation (UDOT), Procurement Services, is soliciting proposals for multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for electrical contractors to install, replace, repair, and remove electric vehicle supply equipment (EVSE), with proposals due November 24, 2026. The solicitation names no set-aside or preference program. Contractors must agree to service all counties within one of five designated regions (Region One, Region Two, Region Three, Region Four East, or Region Four West) and must hold a current Utah Business License and State of Utah E-200 Vendors License.
Capability filters are substantial. Contractors must be able to obtain performance and payment bonds of $3 million per work order, or $6 million for Type II work orders. Each prime must perform a minimum of 30 percent of the total original contract price for each work order. Projects funded through the National Electric Vehicle Infrastructure (NEVI) Program require EVITP certification or completion of a registered apprenticeship program for electricians with charger-specific training. Federally funded work carries Davis-Bacon and prevailing wage obligations, certified payroll, Buy America, Title VI, ADA, NEPA, and FHWA Form 1273 provisions. Commercial general liability coverage must be at least $1 million per occurrence and $3 million aggregate.
Scope covers removal, replacement, and new installation of EV chargers, including concrete work and mounting hardware; electrical connections from distribution panels, with new panels and transformers when necessary; excavation and trenching; site restoration, resurfacing, and restriping of EV stalls; and site design and engineering, including surveys and local and state permit applications.
Estimated quantities are valued between $0 and $36 million, and UDOT guarantees no minimum or maximum purchase volume. Work orders are priced competitively on a lowest-bid basis as projects arise. Up to 15 contractors will be awarded. The initial term is three years, with two one-year renewal options for a maximum of five years under 23 CFR 635 Subpart F. Work is performed at sites throughout Utah. No incumbent is named.
Evaluation proceeds through responsiveness determination and a 60-point technical evaluation: past experience (30 points), personnel qualifications including resource mobilization (20 points), and project understanding of highway construction processes (10 points). Contractors must score at least 40 of 60 technical points to be eligible for award. Pricing and cost proposals are public and cannot be designated confidential.
