About this file

This is a proposal evaluation score sheet for the Utah Department of Transportation (UDOT) Solicitation #UDOT270XXXMP AVL, which concerns Electrical Contractors for Electric Vehicle Supply Equipment (EVSE). The document functions as a structured assessment tool for evaluating contractor proposals submitted in response to this invitation for multiple contract awards. The scoring sheet does not specify response dates, due dates, site visits, bidders' meetings, or award dates within its content. The evaluation process is designed to result in multiple contract awards for qualified electrical contractors capable of providing EVSE services.

The evaluation process consists of two stages: Stage 1 assesses mandatory minimum requirements including current Utah Business License, State of Utah E-200 Vendors License, required liability insurance, surety bonding capability, identified service region, and general contractor eligibility. Proposals failing any mandatory requirement are eliminated from further consideration. Stage 2 applies a detailed technical evaluation scored on a 60-point scale, with weightings applied to three criteria: Past Experience (30 points with 6x weight), Project Understanding of highway construction processes (10 points with 2x weight), and Personnel Experience and Qualifications including resource mobilization ability (20 points with 4x weight). Scoring utilizes a five-point scale ranging from Excellent to Poor, with specific definitions provided for each rating level and provisions for non-responsive designations when requirements are unaddressed or information is incomplete or missing.
